to the commune.

of the Community of Communes’ relevant activities.

necessary for the Community of Communes to operate and the support of
various public services (registered office, technical workshops...).
-Realising any project favouring land development.
Actions for Economic Development
-Development, management, and maintenance of enterprise zones for
industry, small business, businesses, commercial and service
industries, tourist (leisure areas), ports or airports, of community
interest (for zones larger than 1 hectare), and creation of a single
professional tax.
Multi-media library
-Indirect help for
companies tending to favour their welcome by putting land and
industrial or crafts buildings at their disposition, for those who are
in zones larger than 1 hectare.
Creating a company breeding ground, an enterprise incubator and a
relay workshop.
Restructuring the craft industry and commerce (ORAC).
-Any economic development action conducted within the framework of a
policy developed by the Community, based on the support for the
creation, transmission, and enhancement of activities in the craft and
commerce sectors, small and mid-size businesses (PME-PMI), services,
agriculture and forestry, tourism, subject to the regulations in
force.

Protection and Development of the Environment
-Take into account problems relating to the environment: studies and
actions. Non-collective decontamination: control.
Housing and Living Environment Policies
-Social housing policies of community interest, starting with two
lodgings created by the Community of Communes.
-Actions in favour of disadvantaged persons with operations such as
Programmed Operation to Improve Living Conditions (OPAH (Opération
Programmée d'Amélioration de l'Habitat)), Local Program to Improve
Living Conditions (PLAH (Programme Local d'Amélioration de
l'Habitat)), and Local Living Conditions Program (PLH (Plan Local de
l'Habitat)).
- Actions in favour of travellers by setting up welcome areas of
Community interest.
Creation, Development, and Maintenance of Highways for the Community’s
Interest
-Taking financial care of the investment and operation of communal
highways made available freely by the member communes for the
Community’s interest (see the map in the index), described below.

The dependencies: shoulders, ditches, embankments, sidewalks, bridges,

- Member communes are still responsible for the contribution and
upkeep of rural roads.
Cultural Policies
-Sharing resources: studies and actions.
-Integrating the contribution and upkeep of the municipal libraries
and multi-media library within the Community’s jurisdiction.
Other Interventions
The Community of Communes is authorised to intervene in the capacity
of delegated owner in the respect of laws in force, especially Law n°
85-704 of July 12, 1985 relating to the control of public works and
its relation to private works known as “M.O.P. law” in accordance with
its business.
