Committee Work
Space Development
The development of a local town planning intercommunal plan has been
in progress since 2003 and should be finished at the beginning of
2006. This urban planning document should allow us to plan the
development of our area for the coming decade and offer the
Community’s inhabitants new perspectives. To date, the research
consultancy appointed to carry out this mission is in the process of
developing a land diagnosis and a Long-lasting Conversion and
Development Plan.
In order to keep services for the population, the Community foresees
building a Public Service House in the La Force commune. This building
would house the Revenue Office, the Social-Medical Centre, the
Intercommunal Social Action Centre, and the Community of Communes’
headquarters. The purpose of this House is to develop and maintain
services (social, economic...) for the population. This building
should be available in 2005.
Actions for Economic Development
The first year of the Community’s existence saw the construction of a
relay workshop in the Prigonrieux commune, furthering the
establishment of new economic activities in the area.
In fact, the company France Etude Electronique has moved in upstairs
and there are plans for new economic establishments on the relay
workshop’s ground floor in the future. This building has a surface
area of about 300 square metres. It is located in Prigonrieux, Rue
Jules Ferry, behind the church. To develop economic action, the
Community’s elected officials worked on creating Economic Activity
Zones that provide a high-quality welcome to businesses wanting to
move into the area, and, moreover, offer new jobs. This project is
being studied in the framework of the intercommunal PLU.
Protection and Development of the Environment
Ever since the Community was created, a Non-Collective Public
Decontamination Service (Service Public d'Assainissement Non Collectif
(SPANC)) is being carried out. This service will control autonomous
decontamination installations, as required by the 1992 Water Law.
Housing and Living Environment Policies
Our area is confronted with problems in terms of rental housing. To
overcome this lack, the elected officials want to define a program of
housing construction to assure the best conditions of welcome for new
arrivals. This action should further the social mix and result in a
better distribution of the housing built (type, establishment...).
Cultural Policy
In the concern that the public have access to the greatest number of
cultural tools and reading material, the elected officials decided to
transfer the area’s two libraries (La Force et Saint Pierre d'Eyraud)
and the multi-media library (Prigonrieux) to the Community of Communes
to further the development of an intercommunal network.
This network should allow the Community to provide a variety of
cultural media and bring high-quality, egalitarian service to the
whole area.
Opening a reading space in Fleix is being studied.
Still within the framework of cultural policies, the Community has
been helping with cultural creation since 2003 (art exhibits and
lectures, demonstrations...)
Furthermore, in partnership with the Regional Council, the Community
subsidises certain community projects.
Creation and Development of Community Highways
Within the framework of Community activities, the member communes
transferred around 50% of their communal roads to the Community. Today,
the development and maintenance of the roads are an intercommunal
responsibility. Between 2002 and 2004, around 600 000 € were invested
in these Community roads. Moreover, an intercommunal technical team is
mobilised to assure the maintenance work.
