Geographic situation
Strategic Positioning
Dordogne Eyraud Lidoire Community of Communes is situated in the
south of the Dordogne department at the border of the Gironde
department to the west and next to the Lot-et-Garronne to the south.
In terms of intercommunal population, it is the fourth largest
population centre in the department.
Dordogne Eyraud Lidoire Community of Communes is located at the
heart of the grid formed by three urban areas.
-Bergerac to the east, which, as a sub-prefecture of the department,
attracts an important part of the economic activity in the south of
the department. The arrival of autoroute A89 really opens up this
region.
-Sainte-Foy-la-Grande, which, as the gateway to the Gironde and the
Bordeaux wine country, has an influence as much on the economic
level as on the tourist level .
-Mussidan and its employment centre. |

The internal
territorial operation of the Dordogne Eyraud Lidoire Community of
Communes is basically linked to the presence of four major geographic
elements:
-The geography itself: partly valley, partly plateau.
-The Dordogne, Eyraud, and Lidoire rivers as unifying factors.
The Dordogne river, which acts as a natural border to the south,
historically represents one of the principal scenes of human activity.
The land communication routes RD 32 and the Bordeaux-Sarlat railway
line, which passes through the commune of Prigonrieux, also are
unifying factors.
-The main roads (RD 32, RD 20, and RD 709), as well as the future A89
interchange, are linking elements that open up the communes.
-Bergerac’s urban area.
Bergerac’s role as the centre of, and attraction for economic and
social activities in the south and east parts of the Community of
Communes’ territory is real and undeniable.
A transition space between rural and urban.
The nine communes that constitute Dordogne Eyraud Lidoire Community of
Communes are quite different ranging from communes with high urban and
suburban density next to Bergerac’s urban area, to the rural villages
and towns of the plateaux.
One can distinguish:
-A dynamic suburban part in the south:
At the south of the Community of Communes, an important part of the
population and economic activity is concentrated in the Dordogne river
valley.
-A rural, natural part in the north:
The north of the territory farthest from Bergerac, is conspicuous by
its rural, natural character.
The Two-Fold Use of the Territory
The economic activities and wealth are concentrated in the south of
the territory, whereas the influx of new population converges, instead,
toward the communes of Bergerac’s “second circle” (Saint Pierre d’Eyraud,
Le Fleix, Bosset…)
These imbalances and disparities are the result of numerous factors:
-the weight of the Bergerac’s urban area,
-the appeal of available space,
-the price of land, which directs the migratory flow and settling of
populations,
-the presence of structuring communication paths. One also needs to
take into account the arrival of the future A89 and its interchanges,
which will make the north of the Community of Communes more
attractive.
The Dordogne Eyraud Lidoire intercommunal territory benefits from a
strategic position thanks to its nearness to a departmental centre and
to the main roads linking different population centres (A 89, RD 32).
The Community of Communes is placed in a dynamic space and must
organise its development by integrating new possibilities.
The Start of the Community of Communes
Born in December, 2001 of the will for solidarity and territorial
cohesion on the part of the member communes’ elected officials, the
Dordogne-Eyraud-Lidoire Community of Communes is located between the
Dordogne river valley and the valley of the Isle river, west of
Bergerac in the Dordogne department. It is composed of nine communes,
all of which belong to the canton of La Force:
BOSSET,
FRAISSE,
LA FORCE,
LE FLEIX,
LUNAS,
PRIGONRIEUX,
SAINT GEORGES
DE BLANCANEIX,
SAINT GERY,
SAINT PIERRE D’EYRAUD.
The Community’s current population is 10 775 inhabitants.
For the last 20 years, the increase in decentralisation and the
progressive emergence of intercommunal structures caused a certain
number of activities, which up until then were allotted to the
commune, to change their scale. Today, the Community of Communes lets
our area reach a significant size in terms of prospective and area
dynamism.
This structure’s intention is to favour the development of our area by
means of numerous activities (developing space, economic development,
protection and exploitation of the environment, housing and living
environment policies, creation, development, and maintenance of
communal-interest public highways, cultural policies).
The elected officials of the nine member communes want the economic
development to benefit the whole population. This development lets the
communes organise ambitious structuring projects, whose consequences
affect the whole intercommunal area. For this to happen, a Single
Professional Tax (Taxe Professionnelle Unique (TPU)) was set up in the
Community in place of the different communal Professional Taxes (Taxes
Professionnelles (TP)).
The TPU is not an additional tax. It corresponds to sharing the
resources linked to the Professional Taxes of the nine member
communes, whose average gives the average rate of the intercommunal
TPU (12%).
This development lets ambitious structuring projects be deployed. |
