The deliberative body: the Community Council

The operating rules of the municipal council are applicable to the deliberative body of a Public Intercommunal Cooperation Organization. The Community of Communes is managed by a council made up of representatives elected by the member communes’ municipal councils.
The Community Council of the Three Bergerac Area Valleys Community of Communes is made up of 19 incumbents and 13 substitutes.

The President
The President is the Public Intercommunal Cooperation Organization’s executive branch. He prepares and carries out the community council’s proceedings. He directs expenditures and orders enforcement of receipts.
He is the only person in charge of administration, but he delegates, by order, the exercise of part of his functions to the vice-presidents, under his supervision and responsibility. They are five, and meet with the president every Wednesday mornings to deal with present and future projects.


The Board
The Board of the Community of Communes is composed of the president, the five vice-presidents and other members so as to have two representatives per commune.

The community council members belong to different thematic commissions, which give a report of their work to the Council.

Following the example of municipal councils, the Community Council meetings are open to the public. The dates are posted on the board made for this purpose.

The Community Council has appointed an interior committee, which is limited to preparing decisions. It consists of 12 members, two per commune.
