The Entre Dordogne et
Louyre Community of Communes’ statutes specify the current projects.
The projects are carried out by the Community of Communes instead of
the individual communes in the interest of territorial consistency,
technical efficiency, and economic effectiveness. They could, of
course, evolve to take into account other domains at the request of
the member communes.
The first projects are the following:
Developing 12 communal maps
(in the context of the space improvement project).
All the communes of the Community of Communes must fulfil the legal
requirement to put up a communal map.
The goal of this operation is to assure the consistency of:
Urbanisation development
Cottage industry development
Farming activity preservation, and environmental protection
Today, all the communes of the Community of Communes have a communal
map.
Developing community and purification
plans (within the context of
the space improvement project).
Nine communes are involved (Mauzac et Grand Castang, Baneuil, and St
Capraise de Lalinde are already engaged in this project).
The goal of the study is to define:
- The areas for collective clean-up where the communes are required to
assure the collection, purification, and discharge of used domestic
water.
- The zones of non-collective purification, where the communes are
required to assure the control, and possibly the upkeep, of
purification mechanisms.
Each commune is required to develop this document.
The Community of Communes coordinates and finances the study required
to develop communal purification plans for the nine communes that do
not have these documents: Cause-de-Clérans, Liorac-sur-Louyre, Pezuls,
Pressignac-Vicq, Saint-Agne, Saint-Félix-de-Villadeix,
Sainte-Foy-de-Longas, Saint-Marcel-du-Périgord and Verdon.
Five of the nine communes have chosen collective purification for a
part of their area.
The zonings in question are defined by the municipal councils and
approved by the community council.
Development of the territorial project
After
five years of existence, the Community of Communes would like to think
about future intercommunal development projects.
A Research Manager was hired to help realize this mission. A
territorial diagnosis was performed and work committees were opened to
the different jurisdictional actors, come to support and develop the
steps undertaken.

Economic Survey of the Region
Economic
development is one of the mandatory activities transferred by member
Communes to the Community of Communes, which must, in practice, be
attentive to the needs of local economic players, and, with them, look
for courses of action to stimulate economic activity in the region.
So legitimately, the Community of Communes has undertaken an economic
study of its territory with the participation of chambers of commerce,
the Greater Bergerac Area, and with financial support from the
European LEADER program.
The objective of this study is to define and implement a program to
coordinate, communicate and promote a traditional handcrafts and
commercial network. To do this, it should:
- Bring together and mobilize professionals in the area in order to
create a system for development,
- Identify the needs and expectations of professionals, and the
regional issues,
- Design, build and offer an economic development plan for municipal
areas based on feasible projects that meet the identified
expectations,
- Draft an action plan.
The study began in November 2009 with a diagnosis of the local economy.
It made it possible to reference and contact 130 commercial,
industrial or traditional handcrafts businesses, and 21 farmers
practicing agro-tourism or direct sales of their products. From these
meetings, the guide of economic players was created: the "Who
Does What?". A genuine promotional tool, this guide makes
it possible to highlight the diversity of products and services
offered, and also enhance the value of these skills to residents of
our territory.
Conducting workshops between October 2010 and April 2011 helped
highlight lines of thought and lead to an action plan whose main focal
points are:
1. Strengthen promotion and communication through:
- The "Who
Does What?", available for free in the territory ‘s 12
municipalities and on the Greater Bergerac Area website,
- Use of the
TAM TAM to relay business creations
or transfers, and broadcast the stories of business leaders,
- Invitations to events, “Two-handed Artisans” and the "Wine Fair" in
Lalinde, so that artisans, merchants and local producers can freely
expose their products and share their expertise,
- Maintain updated, enhanced economic signals.
2. Create a direct link between producers and consumers by setting up
short circuits.
3. Facilitate the transfer of know-how via change management when a
business is transferred (workshop to be held October 17, 2011 at the
community room in St Félix de Villadeix).
